He was born in the village of Tabloha, Tala, Menoufia Governorate, in 1963. He graduated with honors from the Graphics Department, Faculty of Fine Arts, Cairo University, in 1987. He is a professor and head of the Graphics Department and former elected dean of the Faculty of Fine Arts at Minia University from 2011 to 2015. He got a scholarship to Germany from 1995 to 1997 to complete his Ph.D. at the University of Erfurt, Germany.

Sakr studied lithography extensively at the same university and studied manual paper and its pulp. He held 54 private exhibitions of painting, drawing, graphic art, and installation in Egypt and abroad. He won 26 national and international awards, the most important of which are the 2020 State Award for Excellence in Arts and the 2001 State Encouragement Award in graphic art, the first prize at the Fifth Cairo Biennale in 1995, the Grand Prize and Oscar at the Alexandria Biennale in 2003, and six prizes in the first six sessions of the Youth Salon in Cairo between drawing, painting, and installation. He participated in more than 125 national and international group exhibitions and took part in more than 40 international workshops on graphics, painting, and sculpture.

His works are among the collections of Egyptian and foreign museums and private collections in Egypt and abroad (America, Germany, Spain, Italy, Finland, Russia, Ukraine, Romania, Hungary, Morocco, Saudi Arabia, UAE, Syria, Austria, Denmark, Bosnia and Herzegovina, Canada, Serbia, Croatia, Slovakia, Moldova, Japan, China, and Greece).

He participated in many national and international jury committees. He is a member of many associations and federations, the most important of which is being a founding member of the China Art Edition Association in 2016.
